NY Gov's Plan on Wrongful Convictions

Gov. Andrew Cuomo negotiated a package of criminal justice changes with the Legislature last winter that broadly expanded New York State’s DNA database by requiring all convicts to submit a DNA sample. Disappointingly, the measure did not include other important fixes that would further strengthen law enforcement’s ability to exonerate the innocent and convict the guilty.
Cuomo pledged to revisit the issue and is now doing so. In his State of the State speech, he said he would press the Assembly and the Senate this year to address two of the biggest causes of wrongful convictions: false confessions and witness misidentification.
